A question about ghissass?

What is your standing on the 'eye for eye' Mosaic rule which Muslims follow? Today a young man, a former engineering student will have acid dripped into his eyes according to the method of punishment used in Iran and many Islamic countries. Seven years ago, he asked another engineering student's hand in marriage and was turned down by the beautiful young woman. In a moment of rage, he splashed acid unto her face and permanently disfigured her face and caused her to lose her eyesight. The poor girl has had 17 corrective surgeries in the past years but to no avail. He is very remorseful but the young lady wants her revenge. Many people including my family believe justice will be done today. But I think there could be a better way to prevent such atrocities. What is your opinion? Do you think ghissass prevents others from repeating the same crimes?
